HPCC welcome back Simon Bussell as their overseas player for the 2008 season. Simon scored 600 runs and took 34 wickets during his time with Peverel and clearly that experience has helped as he has also had a very successful season back in New Zealand. (Unlike their test side)
Bunny retires from League Cricket
Clublegend Paul Thorogood (Bunny) has today announced his retirement from league cricket. His abilities will be missed by all.

Overseas player Simon Bussell recorded record figures for Hatfield Peverel on Sunday (29th July) vs Springfield when he bowled 2 overs 5 - 0. The game was in the balance when Bussell cleaned up with these amazing figures including a Hat-trick.

3.MINUTES OF LAST ANNUAL GENERAL MEETING - Held on Thursday 16th November 2005 having been circulated were agreed and signed as correct by the Chairman.
4.CHAIRMANS REPORT- The Chairman reported that there had been an improvement on the disciplinary front but there had still been some issues to deal with and reminded clubs that they are responsible for the actions of their players. He reminded clubs that they are responsible for the content on their websites. There had been a couple of instances where games had been cancelled too early and advised all home clubs to offer the opposition the opportunity to attend the ground before calling a game off whilst also adding that this has to be tempered with common sense. He thanked Paul Walton and Ian Hartley for their work on the Committee as they had both decided to stand down and also thanked Len Menhinick for his continued support for the league and also putting forward another sportsmanship trophy, which were won by Gt.Burstead and Gt.Totham 2nd X1. Thanks were also given to all members of the Committee for their work as well as to Brian Poole for allowing us to use Chelmer Park for the meetings.
5.SECRETARYS REPORT- The secretary reported that it had been necessary to ban two players one for two games and the other for three quarters of the season. A deal had been agreed with Dukes to continue with the Duke Avenger ball for the next three seasons at the same price. The league had put forward Peter Jeffery of Gt.Baddow for a groundsman award organised by Stuart Kerrison at the county ground. He asked that all clubs inform their boards of the names of their child welfare officers and reported that the £60 fines bought in at last years AGM had resulted in a marked improvement by clubs in attending meetings.
6.TREASURERS REPORT- the treasure sent his appologies for being unable to attend and Stuart Pinkerton reported that we had made a profit of £848-00 this year. He felt that it was important to make a little profit each year to increase our reserves as we do depend very heavily on our sponsors. He also reminded clubs who wanted any extra cricket balls to make contact as soon as possible.
7.LEAGUE REPRESENTATIVE X1 REPORT- In Phil Birds absence Stuart Pinkerton reported that we had played the Bedford League in the Sovereign cup and due to the first match being cancelled we travelled with a much weaker team and were defeated by 115 runs despite good performances by Mel Hussain and Matt Wild. Next May bank holiday there will be a fixture against Hatfield Peverel this years champions.

9.SPORTSMANSHIP AWARD- it was reported that Gt.Burstead had won the premiership award and Gt.Totham 2nd X1 had won the award for the rest. The bottom five teams had been written to ask for a big improvement and it had been necessary to withdraw the sponsorship of one side that finished in the bottom five two years running.
10.UMPIRES REPORT- A.Golding thanked the league and clubs for their support and said that a couple of umpires had been asked to umpire at a higher level. All premier games had been covered during the season as well as a few games in the lower divisions. Umpires coaching would take place on a Tuesday evening and people were invited to attend.
11.SPONSORSHIP- Len Menhinick said that T.Rippon would continue their sponsorship and also supported the committee to encourage sportsmanship through the league
12.PROPOSED ALTERATIONS TO MATCH RULES AND LEAGUE RULES
1.FROM THE COMMITTEE-MATCH RULES-BONUS POINTS
BATTING SIDE- On attaining 150 runs -1 bonus point, every additional 25 runs - 1 bonus point
Maximum number of bonus points to the batting side-5 points.
BOWLING SIDE- 1 bonus point will be awarded at the fall of the 2nd, 4th, 6th, 8th,and 10th wickets.
The team bowling first and winning the match will be entitled to additional bowling points for dismissing the batting side for fewer than 149 runs. These additional points are given below:
140-149 1 additional bowling point
130-139 2 additional bowling points
120-129 3 additional bowling points
110-119 4 additional bowling points
Under 110 5 additional bowling points
These points shall not be awarded to the losing side.
Should the team batting first declare before completing its allotted overs, they will be deemed to be ALL OUT. THIS WAS PASSED

12a. The league has adopted the English Cricket Board wording to determine who is classified as an overseas player, as follows:
A Cricketer who is not qualified for England under the current England Cricket Board Regulation but who is ordinarily resident in their country can only play in ECB Recreational Competitions and ECB accredited Premier Leagues (subject to the Rules of each Premier League) if;
(1) He has been resident in this country for a period of twenty-four consecutive months before the date of his request for registration.
(2) He has not been out of the country for longer than 35 days consecutively or 70 days in total during the previous twenty four months.
(3) Any remuneration he receives from playing cricket is not the main source of his income.
The definition of what is ordinarily resident shall be in the absolute discretion of the body responsible for registration of the player in the relevant competition. (For the avoidance of any doubt a copy of the regulations governing qualification of cricketers to play for England is retained by the Hon League Secretary).
B. No non-English qualified player as defined above shall play in any competition until he has been registered by his member Club with the Executive Committee as a playing member of that Club. No Member Club may play more than one non-England qualified player in any League Match.
14.No non England qualified player (as defined) shall play in any match after week 5 of the League programme if he has not been registered by his member Club with the Executive Committee as a playing member prior to week 5 of the League programme for that year. THIS WAS DEFEATED.
4.FROM RAYLEIGH FAIRVIEW- PROPOSED RULE CHANGE
“teams falling into the following categories must apply for re-election in competition with teams seeking election to the league:
1.Teams that finished in the bottom 2 of Division 10 in the previous season and failed to fulfil at least 1 fixture.
2.Teams in Division 10 that failed to fulfil 2 or more fixtures in the previous season” THIS WAS PASSED
13.APPLICATION FOR MEMBERSHIP- Purleigh 2nd X1 had withdrawn from the league and Aythorpe Roding 2nd X1 were elected into the league. A vote was then taken should any other vacancies become available. The order in which the voting went was 1) Rayleigh 4th X1 2) Haring ate Bower 3rd X1 3) Rayleigh Fairview 3rd X1.
14.APPOINTMENT OF AUDITOR- it was proposed that Mr.K.E.Carr should continue in his role as Auditor and this was agreed by the meeting.
15.ANY OTHER BUSINESS- 1) Richard Clarke reminded clubs that the presentation evening was smart casual and we would be raising money for children in need.
2) George Mawby reminded clubs to fill in all details on the Club contact sheet.
3) Peter Ely asked that clubs inform him before December 1st if they had any special requirements regarding fixtures for the coming season.
4) Alan Golding suggested that all teams exchange team sheets before the start of a game.
5) Vince Atkinson suggested that team sheets should be sent with result cards to the league but it was felt that this was not necessary.

MCC Foundation funds new cricket facility in Hatfield Peverel
Date released: 30 August 2005
The small village cricket club in Hatfield Peverel, located five miles outside Chelmsford, opened two new cricket nets on Wednesday 31st August. The cost of this new facility was part funded by a grant of £2,000 from the MCC Foundation. Opening the new nets and giving children coaching and advice on the evening were Essex County Cricket Club players Ashley Cowan, Will Jefferson and Andy Clarke (pictured right).
One of the aims of the MCC Foundation - a charitable organisation which receives donations from Marylebone Cricket Club - is to assist in the provision of facilities which will enable and encourage children to play cricket at clubs, schools and universities or other educational establishments in any part of the world.
Hatfield Peverel Cricket Club runs three colts sides at under-11s, under-13s and under-15s age groups. The club is also making the nets available to the local Hatfield Peverel primary school, which has no cricket playing facilities of its own.
Among MCC’s existing initiatives for encouraging youth cricket is the MCC Spirit of Cricket Challenge which, during the 2005 season, was responsible for introducing over 6,000 primary schoolchildren to the game, and which has previously been short-listed for an award from the Professional Cricketers’ Association.

League Rules
Wide Ball
Players should familiarise themselves with the Wide Ball Law, if not already aware of the wording of the law. Captains are asked to remind players that if they move their position at the crease in an attempt to play the ball, thus putting the ball out of their reach, it is not a wide ball. Umpires will apply their knowledge of the law, and their interpretation, in each delivery as consistently as possible. If a wide is not given players waving their arms about or making comments is dissent.
No Ball
Players are reminded that if the bowlers back foot touches the return crease in the delivery of a ball then this is a no ball. The back foot must touch the crease.
The umpires are all agreed that they have the best position from which to watch a cricket match. We are all agreed too that the cricket in the Premier division of our league is of a high standard. We shall do our best to be inconspicuous (subject to our size of course) and to facilitate an excellent season for all.

Non Playing Umpires
Introduction
Owing to recent events, where some captains have refused to allow a club umpire to stand during the game, the committee have discussed this issue in length and agreed to provide the following committee directive to all clubs to clarify this issue and avoid any future misunderstandings by clubs or captains.
Committee Directive Non Playing Umpires
Where an appointed league umpire is not provided, the league committee encourages teams to provide a non-playing umpire in addition to the eleven players. Providing that the non-playing umpire is available to stand for the duration of the game, the opposing captain cannot refuse this person's participation in the game. Non-playing umpires standing for a shorter duration is by agreement of both captains on the day. Where non-playing umpires are not available, players will need to fulfil this role. Where captains appoint either a non-playing or playing umpire, the captain and club have a responsibility to ensure the person is capable of applying the laws of the game and league match rules in an honest and impartial manner. All umpires fall within the jurisdiction of the league committee and will be dealt with in accordance with leagues disciplinary arrangements. Remember when acting as an umpire the safety of individuals is part of your official role. This includes bowlers and fielder as well as batsmen.
Responsibilities for the conduct of players, captains and the club.
It is with disappointment that I have to report that in recent weeks more and more incidents of unsporting behaviour are being brought to the attention of the league disciplinary committee. We understand the competitive nature of the game as the promotion and relegation issue begin to unwind. However, I must remind clubs, captains and players the responsibility each have in ensuring the game is conducted within both the laws and the spirit of the game. We all play the game for enjoyment and not for a barrage of unnecessary abuse, continuous swearing and unsavoury comments, which appear to be ever increasing. Captains need to act immediately should any player(s) act in this manner towards players or umpires. Any captain failing to take immediate action with the player(s) involved will be seen to be condoning such action and dealt with by the league disciplinary committee accordingly. Any incident brought to the league committee's attention will be dealt with seriously. Initially the player(s), then the captains role on the day in controlling the player(s), and finally the club who have overall responsibility for the conduct of both. I request clubs to take a responsible approach to this serious and ever increasing problem. During games affected by weather, players must not leave the ground until the game has been officially abandoned through a sensible agreement being reached between both captains and umpires, without the influence of other players. The basis of this decision should be on the safety of players (this includes batsmen, bowlers and fielders) rather than if a team is in a winning or losing position.
Wicket-Keeping Gloves in Recreational Cricket 2004
In the 2nd Edition – 2003 version of the 2000 Code of the Laws of Cricket the MCC has introduced changes to Law 40.2 – Gloves for Wicket-keepers – which clarify the requirements and establish a definition which should allow manufacturers to produce gloves which meet the requirements of the Law and allow consistent interpretation by umpires. In recreational cricket the ECB had not implemented the new Law as contained in the 2000 Code for the seasons 2001 to 2003 inclusive because of concerns in these areas, and the ECB welcomes the changes in the 2nd Edition.
However it remains the case that many gloves currently in use in recreational cricket will not conform to the requirements of the new Law and that manufacturers will continue to sell existing stock and in some cases produce new stock which also does not conform. We have therefore decided not to implement the new Law 40.2 in recreational cricket in 2004, except in the following ECB competitions:

The ECB believes that the clarification of Law 40.2 contained in the 2nd Edition of the 2000 Code provides a sound basis for the future implementation of the Law and appreciates the efforts made by the MCC to address the issue. The ECB will review the implementation of Law 40.2 in recreational cricket on an annual basis, taking into account the practical implications of full implementation and the degree to which manufacturers produce and market gloves conforming to the new specifications.
Umpires will be aware of the requirements of the new Law and it would be helpful if, during the coming season, they could advise wicket-keepers, purely on an informal basis, as to whether or not their gloves would meet the requirements of the Law if it was in operation in recreational cricket.
